One solution is to convert the waste to energy to reduce waste volume and minimize environment and social impacts. This working paper conducted a review of the enabling environment for waste-to-energy (WTE) in the People’s Republic of China (PRC), as well as in Bangladesh, India, and the Philippines. It examined the MSW management chain, institutional and regulatory policies involved, and potential public–private partnerships, of which the PRC is an active proponent of and can therefore provide lessons to other countries seeking to invest in WTE.
